[Labs]: Add ONI'2024 configuration

ONI'2024 will happen in RNL's labs on 8th of June and we need to configure the computers to follow the following requisites:

• Linux distribution with a graphical environment and a terminal;
• Compilers: GCC with support to C++14 (any version >= 6);
• Editors: At least the VS-Code (with C++ plugin), Code Blocks, Atom, Vim, and Emacs;
• Network: Limit the access to everything under https://mooshak.dcc.fc.up.pt/~oni-judge/ using a proxy or something that limits the network access;
• (Optional) A custom wallpaper about ONI'2024.

This must be deployed and tested by a member of the organization.
